Special Terms and Conditions: The contractor will be responsible for complying with the respective national requirements for working permits, visas, taxes, social security etc. whilst working on site at NATO HQ Brussels, Belgium. 1. INTRODUCTION

The NATO Cyber and Digital Transformation Division (CDT) is developing the NATO Repository of Allied Cyber Responses, an Alliance-wide tool that consolidates information on significant malicious cyber activities targeting Allies, threat actor profiles and the responses taken by Allies. The aim is to strengthen shared situational awareness, identify response patterns, support strategic decision-making, and strengthen coherence across the Alliance.

As the Repository approaches launch in Q1 2026, CDT requires a dedicated Data Engineer to support data extraction, transformation, and loading as well as analytical output generation. This role is critical to ensure that the Repository operates with accurate, consistent, and relevant data that can inform NATO’s cyber decision-making processes.

In addition, efforts are underway to streamline the Cyber Defence Pledge (CDP) process, NATO’s flagship mechanism to track Allied cyber resilience postures. The Data Engineer will be required to help create a data analysis and visualisation portal (similar in function to the Repository) that will streamline data processing of Allied self-assessments. The data analysis capabilities will be required to identify trends and anomalies in Allied data, as well as comparative analysis of Allied progress over time by comparing annual submissions.

We are seeking a motivated professional with strong technical and analytical skills and an ability to communicate with non-technical audiences.

2. TASKS

The contractor will effectively and efficiently provide the following services:

2.1 Data Extraction, Transformation and Loading

Tasks include: extracting data from input files, transforming data according to the necessary formats and loading data into the Repository platform. Ensuring smooth data flow into Pledge data analysis model. Maintaining the current data pipelines and developing new data pipelines to incorporate new sources of data.

Measurement: Successful integration of data in the tools. Successful development of any new data pipelines as required.

2.2 Data Modelling and Data Views creation

Tasks include: Work with the Repository team to understand requirements for analysis and visualization. Develop and optimize data models and data views that allow for analysis of all relevant aspects of the data. Working with the Pledge team to create an interactive portal/data model to facilitate analysis of Allied returns.

Measurement: Ease of finding and visualizing the relevant data.

When: Continuously throughout 2026.

2.3 Data quality and validation

Tasks include: Support the data analyst in cleaning and standardising data from external sources (Repository and Pledge). Identifying inconsistencies, gaps, and missing elements in the data and flagging these to the data analyst and the project manager (PM).

Measurement: Support to the data analyst and PM.

When: Continuously throughout 2026.

2.4 Support the Repository/Pledge teams on technical choices

Tasks include: Investigate potential tools for data processing, data integration and visualization that could be used in a NATO environment. Advising the team on technical choices by clearly communicating the options to a non-technical audience.

Measurement: Proactively providing information on technical choices. Providing advice as required.

When: Continuously throughout 2026.

2.5 Generation of Analytical Insights for NATO Leadership

Tasks include: Support the data analyst in producing analytical products by creating dashboards and visual analytics. Potentially also use large language models to extract insights from unstructured data.

Measurement: Relevant analytical products produced as required.

2.6 Documentation and information sharing

Tasks include: Document data pipelines, codes and data models. Information sharing with the team and onboarding of new team members.

Measurement: Quality of documentation and information sharing efforts.

4. LOCATION OF DUTY

4.1 The candidate will be embedded with the CDT at NATO HQ, Brussels Belgium. The services are to be provided on-site. Teleworking is possible (only in Belgium) on a case-by-case basis upon an agreement with management.

5. TIMELINES

5.1 The services of the contractor are required for the period starting as soon as possible until 31 December 2026.

5.2 A contract extension is possible for the calendar years 2027 and 2028. These contract extensions are subject to performance of the contractor and related NATO regulations and budget availability.
