We are looking for a Municipal Market Sector Leader to drive growth in the Northwest region. A mix of “seller-doer” personas, ideal candidates will demonstrate capability and experience in growing revenue and delivering services within core municipal markets (water/wastewater, roads/streets, utilities, and related civil infrastructure). This leader will function as a trusted advisor to city and county leaders, translating capital needs, funding constraints, and delivery risk into actionable scopes and winning pursuits, while partnering with technical experts to deliver high-quality projects and ensure long-term client satisfaction.

This is a hybrid/office-based role with regular local/regional travel for client meetings, industry events, and council/board engagements.

Key Responsibilities:

Market leadership & growth:

  • Take ownership of annual municipal bookings and backlog targets while managing a robust pipeline of near-, mid-, and long-term opportunities.
  • Spearhead capture planning efforts, including stakeholder mapping, competitive positioning, teaming strategies, pricing, and technical differentiation.
  • Execute “early-positioning” initiatives to shape project definitions before RFQ/RFP release through CIP support, planning workshops, and needs assessments.
  • Lead shortlist interviews and negotiations, providing critical support for contract execution, on-call renewals, and project extension strategies.

Strategic account management:

  • Build and maintain relationships with key municipal decision-makers (e.g., city/county executives, public works/utility directors, city engineers).
  • Develop and execute account plans for top clients: whitespace analysis, cross-sell strategy, pursuit calendars, and relationship touchpoints.
  • Serve as an escalation point for client satisfaction and issue resolution; protect and expand long-term accounts.

Market trends & funding support:

  • Track municipal capital trends, regulatory drivers, and funding programs; translate into actionable pursuit targets and client advisory.
  • Help clients align scope, schedule, and deliverables with grant/funding requirements and procurement pathways.

Pursuit excellence,  proposal leadership & delivery alignment:

  • Partner with marketing and technical teams to produce winning submittals: storyboarding, resumes, project sheets, and value propositions.
  • Enforce disciplined go/no-go and pursuit gating; improve proposal hit-rate and ROI.
  • Coordinate with discipline leaders and PMs to ensure staffing plans, technical approach, QA/QC, and schedule are aligned during pursuit and handoff.
  • Mentor PMs and technical staff in client service, relationship building, and seller-doer behaviors.
  • Collaborate with technical leadership to broadly monitor multipliers, utilization targets, and realization rates within the municipal sector to ensure growth is both sustainable and profitable

Minimum Qualifications:

  • 10+ years in municipal/public works civil engineering consulting with progressive Business Development responsibilities
  • Bachelor's degree in Civil Engineering or a related discipline
  • Demonstrated success in winning municipal work and leading growth strategy
  • Strong understanding of municipal procurement (RFQ/RFP, on-call contracts, QBS where applicable)
  • Proven ability to operate in a seller-doer model and generate new business
  • Executive presence with public-sector stakeholders; strong communication and negotiation skills

Preferred qualifications:

  • PE license (highly preferred)
  • Experience across multiple municipal infrastructure sectors (transportation, utilities, stormwater, water/wastewater)
  • Demonstrated funding/grants literacy for municipal project delivery
  • Experience leading multi-office, multi-discipline pursuit teams
  • Deep network with municipal decision makers
  • Experience raising win-rate and deal quality

Please note that the salary information shown below is a general guideline only. Salaries are based upon candidate experience and qualifications, as well as various market and business considerations.

The annual wage range for this position is $190,000 - $240,000, depending on experience.  

 

 

US Pay Range
$190,000$240,000 USD

Full-time employees receive a well-rounded benefit package including access to our company-sponsored Medical (including an HSA High Deductible option), Dental, Vision, FSA, and Supplemental Life Insurance plans. We also offer 100% company-paid Life Insurance, Short-Term Disability, and Long-Term Disability coverage. Employees are eligible to participate in our company's 401(k) plan with up to a 4% match. Additionally, employees receive paid vacation and sick time, 11 paid holidays, and are able to participate in employee ownership options. MacKay pays for expenses associated with licensure as well as annual performance bonuses.
