Position Summary

Reporting to the Chief Commercial Officer, the Senior Vice President of Market Access will serve as the enterprise-wide architect of Harrow’s market access strategy, positioning the company for successful product launches and long-term commercial leadership in ophthalmology. This executive will build and lead a high-performing market access organization — spanning payer strategy, pricing and contracting, trade and distribution, reimbursement, and patient access — while serving as a key voice in shaping Harrow’s corporate strategy and pipeline investment decisions.

The SVP of Market Access will bring a rare combination of strategic vision and operational depth, with the credibility to influence senior executives, the Board of Directors, and external stakeholders at the highest levels. As Harrow prepares for a pivotal period of product launches, this leader will be instrumental in establishing the infrastructure, talent, and strategic frameworks that drive durable commercial success.

Core Responsibilities

Enterprise Strategy & Leadership

  • Define and lead the enterprise market access strategy across Harrow’s current portfolio and pipeline, with specific expertise in the unique payer dynamics of ophthalmology reimbursement.
  • Serve as a senior commercial voice in cross-functional leadership discussions, contributing market access perspective to pipeline investment decisions, business development initiatives, and corporate strategy.
  • Leverage deep knowledge of the evolving healthcare landscape — including Medicare payment reform, drug pricing policy, and payer consolidation trends — to anticipate challenges and position Harrow ahead of market shifts.
  • Provide board-level reporting on market access strategy, performance, and risk; translate complex reimbursement dynamics into clear, actionable intelligence for executive stakeholders.

Payer Strategy & Reimbursement

  • Develop and execute comprehensive payer strategies across all segments: commercial payers, PBMs/OBMs, Medicaid, Medicare (including J-Code and pass-through reimbursement), and federal VA/DOD channels.
  • Establish and lead relationships with key managed care organizations, integrated delivery networks, and government payers; personally lead high-stakes contract and price negotiations.
  • Build and maintain deep market access insights through market research, competitive intelligence, and analytics — ensuring KPIs and performance metrics are in place to measure impact and surface opportunities.
  • Monitor and rapidly assess emerging coverage and reimbursement issues, competitive pricing dynamics, and policy developments; keep the organization informed and prepared to respond decisively.

Pricing, Contracting & Value Proposition

  • Partner with Commercial, Marketing, and Medical Affairs leadership to develop compelling product value propositions, evidence generation strategies, and health economic models that support payer and provider engagement.
  • Develop and execute optimized pricing and contracting strategies across the portfolio; monitor market impact and continuously refine approaches to maximize access and financial performance.
  • Ensure the necessary infrastructure for chargeback, rebate, and government price reporting is in place and operationally sound to support all private and public pricing strategies.

Trade, Distribution & Specialty Pharmacy

  • Oversee the strategic and operational management of specialty pharmacy and distribution channels, including 3PL, traditional wholesalers, specialty distributors, and GPOs.
  • Lead specialty pharmacy network design, contracting, implementation, and ongoing performance management; create and maintain account plans for key national and regional pharmacy partners.
  • Partner with Marketing in developing channel-specific branded education and promotional tools; ensure all channel activities are fully compliant with applicable laws, regulations, and company policy.

Organization Building & Team Leadership

  • Build, lead, and develop a world-class market access organization — including field-based market access and distribution professionals — capable of executing at scale across commercial and government payers, specialty pharmacies, GPOs, and key provider accounts.
  • Establish a culture of accountability, collaboration, and excellence within the Market Access function; develop talent pipelines and succession plans for critical roles.
  • Manage departmental budgets with rigor, balancing the investment required for launch readiness against the broader financial objectives of the commercial organization.
  • Cultivate a network of external market access Key Opinion Leaders and consultants to inform strategy, supplement internal capabilities, and strengthen Harrow’s market position.
Qualifications & Requirements
  • 20+ years of progressive market access experience, including senior leadership roles within pharmaceutical or biotech companies.
  • Deep expertise across the full market access landscape: payer contracting, trade and distribution, specialty pharmacy, government price reporting, patient services, and reimbursement policy.
  • Demonstrated experience with Medicare J-Code and pass-through eligible products; ophthalmology or specialty therapeutic area experience strongly preferred.
  • Proven track record of building and leading high-performing teams through major product launches and commercial inflection points.
  • Experience operating at the executive level, including board exposure and cross-functional P&L accountability.
  • Exceptional executive communication skills — equally compelling in front of investors, payer customers, field teams, and the Board.
  • Demonstrated ability to navigate and lead in a fast-paced, resource-efficient environment with high accountability for results.
  • Proven collaborator with the instinct to align across functions and the confidence to advocate for a distinct strategic point of view.
